Keri-Anne Payne considers switching to the pool after the pain of fourth at London Olympics

She knew straight away when the podium slipped out of sight. ?The race was a lot rougher than normal,? she recalls. ?But it was at the feeding station on the third lap when I got hit a couple of times and suddenly, having been first, I was eighth and then I had to catch up. Payne admits thoughts of retirement have drifted through her head but when she reflected on her year she took some pride from her fourth place.

In the lead-up to the Games she had battled a kidney infection ? which she kept secret from the wider world ? and her coach had been ill. She took enormous strength from the thousands of people who had lined Hyde Park, many of them there to watch her compete.

?That moment of real excitement, that spark of competing, I know I want to do that again,? she insisted. But the Olympic experience has brought about significant life changes. She has changed clubs to Warrender Baths, moved house from Manchester to Scotland and started swimming again, this time in the pool, not open water.

At the Edinburgh short course championships earlier this month Payne said her body took all of the initial 800m swim to remember what to do. It was only in the 400m the next day that everything all came flooding back. ?That pain and the excitement ? it was all there again,? she said. ?I was quite pleased with the 400m as it was a gritty race and I was pleased to have got back into that fighting spirit.?

Payne is still weighing up whether to continue with the open water, or switch to the pool and concentrate on the Commonwealth Games. She intends to head to South Africa for the Midmar Mile swim near Pietermaritzburg, a race she has previously used as a pre-season warm up.

Payne is giving herself time to think about what to do. She knows she has unfinished business. That is what fourth place does to an athlete.

Washington State native riding horseback through area on quest to fund cancer treatments for people, animals

CHAMBERSBURG -- It is painfully clear to Tracy Delp that cancer picks and chooses anyone, human or animal, and she wants to change that by riding across the country horseback, raising money for cancer treatments for people and animals.

The 48-year old Washington State native is riding through Franklin County this weekend, in Chambersburg today.

"My mom is a colon cancer survivor. She died of pancreatic cancer in 2008," Delp said. "That year, on my birthday, I got the idea in my head to do this (ride)."

She thought about it for a year and a half.

"I decided I either needed to do it or stop thinking about it," she said.

The ride began with Delp and one other person in Ocean City, Wash. on Mother's Day 2011. She had wanted to either start or finish in her hometown, and figured starting there would give her a better gauge of the weather in the Rockies and Cascade mountain ranges.

When the pair hit the border of Idaho, he wanted to turn around.

That changed her plans. She trimmed a 5,000 mile route to 3,500 miles, with the end in St. Mary's, Del.

She continued on, with her horse, Sierra, a 13-year old former mountain horse from Delp's outfitting days; and her dog, Ursa, an almost 10-year old flat-coated retriever.

The trio got over the Rockies in 10 days. The mountain pass she rode over closed for the winter the next day.

The ride was postponed for weather until April of this year, when the roads opened after the winter snows.

Over the months of the ride, Delp has shared her message with everyone she meets: that together we can fight cancer. She accepts donations on a dedicated web site, www.coast2coastforcancer.webs.com. The money can be dedicated to supporting the ride (it costs $50 a week to keep a horse fed and in good health), or funding cancer treatments for people or animals - the donor can pick the cause. All funds donated to paying for the ride which exceed the cost of feeding and medical treatments for the crew of three are donated to the cancer treatment causes, Delp explains on the web site.

Also on the site are photos of her voyage across the country, many taken from horseback, with Sierra's ears in the frame.

The journey has not been without drama. The night after Delp crossed the Mississippi river she woke up ill - and that happened with one other river crossing, she said.

"There's something coming off that river that's not good," she said.

Sierra got sick from eating a toxic plant in Ohio, and Ursa was stepped on and suffered a split paw.

Through the safer roads of the journey, Ursa walks along side Sierra on a flex leash. In bad weather or along busy highways, she stays in the trailer, which is ahead of the team each day, driven there by a volunteer.

Delp either sleeps in the trailer, or is housed by people she meets along the way.

"Most places I land, they'll know someone two or three days out" to provide shelter, a shower and a washer and dryer, Delp said.

From time to time, she uses her cell phone to request an escort - primarily across bridges. She's had two bridge escorts in Pennsylvania and four total during the trip. They've been either police or fire crews, and one road construction crew even stopped working for 10 minutes while she and Sierra passed, which she truly appreciated, she said.

Oil prices rise ahead of US fiscal-cliff talks

BANGKOK (AP) ? The price of crude rose Friday, following stock markets in Asia higher hours ahead of a last-ditch effort in Washington for political leaders to strike a budget deal before the year-end deadline.

Benchmark crude for February delivery rose 13 cents at late afternoon Bangkok time to $91 per barrel in electronic trading on the New York Mercantile Exchange.

The contract fell Thursday following a reported drop in U.S. consumer confidence and growing pessimism that President Barack Obama and Republican lawmakers will reach a compromise on ways to avoid the so-called fiscal cliff ? hundreds of billions of dollars in government spending cuts and tax increases that take effect automatically in 2013 unless lawmakers act.

Hopes that a compromise might be reached were raised after Obama, who cut his Hawaii vacation short, invited congressional leaders to the White House for talks Friday.

In other energy futures trading:

? Wholesale gasoline fell 0.5 cents to $2.8166 a gallon.

? Brent crude, used to price various kinds of foreign oil, fell 12 cents to $110.68 per barrel in London.

? Heating oil fell 0.7 cent to $3.0417 a gallon.

? Natural gas lost 3.6 cents to $3.376 per 1,000 cubic feet.

First, here are some single-season records that have already been broken this year:

Most receiving yards: Lions receiver Calvin Johnson has 1,892 yards this season, topping the old record of 1,848, set by Jerry Rice in 1995. On Sunday we?ll see whether Johnson can be the first player in NFL history to top 2,000 receiving yards.

Most 50-yard field goals: Minnesota kicker Blair Walsh broke the NFL record previously owned by Morten Andersen and Jason Hanson, with nine 50-yard field goals this season.

Most punts inside the 20: Chiefs punter Dustin Colquitt got his 42nd punt inside the 20 on Sunday, tying an NFL record. That was only the record for a few hours before Cardinals punter Dave Zastudil broke it by landing six punts inside the 20-yard line on Sunday against the Bears, upping his season total to a new NFL record of 44. Zastudil may add to his record on Sunday, or Colquitt may surpass him, giving us a reason to watch two good punters on two bad teams on Sunday.

Here are the single-season records that could be broken on Sunday:

Highest passer rating, rookie: Ben Roethlisberger owns this record at the moment, with a 98.1 rating in 2004. But Redskins quarterback Robert Griffin III is currently on pace to break that record, with a 104.1 rating, while Seahawks quarterback Russell Wilson is at 98.0 and could break it as well.

Highest completion percentage, rookie: Roethlisberger owns this record, too, at 66.44 percent, and Griffin is right behind him, at 66.40 percent.

Lowest percentage, passes had intercepted, rookie: Charlie Batch owns this record, with 1.98 percent of his passes intercepted (six interceptions on 303 attempts) as a Lions rookie in 1998. Griffin has thrown interceptions on just 1.33 percent of his passes this season (five interceptions on 375 attempts), so this record will belong to Griffin unless he throws at least three interceptions against the Cowboys on Sunday.

Most touchdown passes, rookie: Wilson has 25 touchdown passes this season, one away from Peyton Manning?s record of 26. Have you noticed there are some pretty good rookie quarterbacks this year?

Most completions, rookie: Luck has 325 completions this season, putting him third all time. He needs just two completions on Sunday to pass Peyton Manning for second place all time (326) and needs 30 completions to break Sam Bradford?s record of 354.

Most sacks: Houston?s J.J. Watt has 20.5 and San Francisco?s Aldon Smith has 19.5, putting them both in striking distance of Michael Strahan?s record of 22.5.

Most 100-yard receiving games: In addition to breaking the single-season yardage record, Calvin Johnson has tied the single-season 100-yard game record. Johnson has 11 games of at least 100 receiving yards this season, equaling Michael Irvin?s NFL record, and Megatron can get the record all to himself with a 12th 100-yard game on Sunday.

Most pass attempts: Detroit?s Matthew Stafford has 685 attempts this season, putting him seven passes away from breaking Drew Bledsoe?s single-season record of 691.

Highest net punting average: Saints punter Thomas Morstead is currently averaging 44.4 net yards per punt. He?s well on his way to breaking the all-time record, which the 49ers? Andy Lee set last year when he averaged 43.99 yards per punt.

With Johnson already having the receiving record and Peterson having a shot at the rushing record, this could be the year that those records are set simultaneously once again.

Bargain-hungry Americans will need to go on a post-Christmas spending binge to salvage this holiday shopping season.

Despite the huge discounts and other incentives that stores offered leading up to Christmas, U.S. holiday sales so far this year have been the weakest since 2008, when the nation was in a deep recession.

So stores now are depending on the days after Christmas to make up lost ground: The final week of December can account for about 15 percent of the month's sales, and the day after Christmas is typically one of the biggest shopping days of the year.

Stores, which don't typically talk about their plans for sales and other promotions during the season, are known for offering discounts of up to 70 percent after the holiday. This year, they're hoping to lure more bargain hunters who held off on shopping because they wanted to get the best deals of the season.

The Macy's location in Herald Square in New York was bustling with shoppers on Wednesday. There were a variety of deals throughout the store: candy dispensers for 70 percent off, various men's clothes were "buy one get one free," belts for 50 percent off, a bin of ties for $9.99.

Ulises Guzman, 30, a social worker, was shopping in the store. He said he waited to shop until the final days before Christmas, knowing that the deals would get better as stores got more desperate. He said he was expecting discounts of at least 50 percent.

The strategy worked. He saw a coat he wanted at Banana Republic for $200 in the days before Christmas but decided to hold off on making a purchase; on Wednesday, he got it for $80.

"I'm not looking at anything that's original price," he said.

Lenox Square Mall in Atlanta was also crowded by midday on Wednesday. Laschonda Pitluck, 18, a student in Atlanta, was shopping after Christmas because she wanted to get the best deals. Last year she spent over $100 on gifts but this year she's keeping it under $50.

Pitluck said she found items for 50 percent off, including a hoodie and jeans for herself at American Eagle and a shirt at Urban Outfitters. She said she would have bought the clothes if they hadn't been 50 percent off.

"I wasn't looking for deals before Christmas," said Pitluck, who also bought boxers for her boyfriend.

The shopping rush after Christmas illustrates just how important holiday sales are. Consumer spending accounts for 70 percent of economic activity, and many retailers can make up to 40 percent of their annual revenue during the two-month holiday period at the end of the year.

So far, holiday sales of electronics, clothing, jewelry and home goods in the two months before Christmas increased 0.7 percent compared with last year, according to the MasterCard Advisors SpendingPulse report. SpendingPulse, which tracks spending, said that's the weakest holiday performance since 2008 when sales dropped sharply, although the company did not know by how much.

The SpendingPulse data released Tuesday, which captures sales from Oct. 28 through Dec. 24 across all payment methods, is the first major snapshot of holiday retail sales. A clearer picture will emerge next week as retailers like Macy's and Target report monthly sales.

In the run-up to Christmas, analysts blamed bad weather for putting a damper on shopping. In late October, Superstorm Sandy battered the Northeast and mid-Atlantic states, which account for 24 percent of U.S. retail sales. That, coupled with the presidential election, hurt sales during the first half of November.

Shopping picked up in the second half of November, but then the threat of the country falling off a "fiscal cliff" gained strength, throwing consumers off track once again. Lawmakers have yet to reach a deal that would prevent tax increases and government spending cuts set to take effect at the beginning of 2013. If the cuts and tax hikes kick in and stay in place for months, the Congressional Budget Office says the nation could fall back into recession.

Still, The National Retail Federation, the nation's largest retail trade group, said Wednesday the trade group is sticking to its forecast for sales in the November and December period to be up 4.1 percent to $586.1 billion this year. That's more than a percentage point lower than the growth in each of the past two years, and the smallest increase since 2009 when sales were up just 0.3 percent.

Kathy Grannis, a spokeswoman for the group, noted that the trade group's definition of holiday sales not only includes clothes and electronics, but also food and building supplies.

"Stores have a big week ahead, and it's still too early to know how the holiday season fared, at this point," she said.

Andrew Solomon defies conventional wisdom in "Far From the Tree"

NEW YORK (Reuters) - In his latest book "Far From the Tree," National Book Award winner Andrew Solomon turns the conventional wisdom that children are composites of their parents on its head, but says that is not a bad thing.

In the 700-page tome that explores the lives of families with children with conditions ranging from autism to deafness, Solomon says having a child is an act of production rather than reproduction that "abruptly catapults us into a permanent relationship with a stranger."

Though the book focuses on how families cope with more extreme forms of difference, Solomon, 49, believes that encountering unexpected traits in one's child is a universal part of parenthood.

"I have yet to meet anyone as a parent who has not from time to time looked at their child and said, ?Where did you come from?'" he said in an interview.

The book seems to have struck a chord. "Far From the Tree" is a top selling book and has garnered praise from critics.

Writing for The New Yorker, Nathan Heller called it "a careful, subtle, and surprising book," while the New York Times Book Review wrote, "This is a book that shoots arrow after arrow into your heart."

The book, which includes 10 years' worth of interviews with families and relevant research, is divided into chapters that are devoted to conditions such as dwarfism, transgender and schizophrenia.

Solomon said what unites the diverse collection of conditions covered in his book is that each one often results in isolation for the child and confusion and resentment for parents.

"Intellectually, the difficult part was trying to understand the ways in which these very differences had something in common, and coming up with the underlying idea of the book, which is that these individual differences are isolating, but taken together they're unifying," he said.

Solomon uses his own experience growing up as a dyslexic homosexual, two qualities that set him apart from his parents and were viewed as flaws by most, to frame the travails of the families in his book. He cautions against viewing the conditions he writes about solely as problems that need to be fixed or eliminated.

"We have to recognize that this thing (homosexuality) so universally described as an illness just 50 years ago could now largely be accepted as an identity ... We should be awake to the idea that what seems obviously to be an illness today may seem very different 50 years from now," he said.

Solomon noted the strong deaf culture that has grown among deaf people, and predicted that transgendered people and high-functioning autistic people would both gain increased acceptance over the next several decades.

Regardless of whether a trait is viewed as an illness or an identity, he believes that the goal should be to improve the life conditions and minimize suffering for the types of families featured in "Far From the Tree."

Solomon said the happiest families he interviewed were ones that were able to move past anger and frustration about their child's condition to accept their child and find meaning in challenges.

"The families that had looked at these experiences and acknowledged how unbelievably difficult they are and how painful they can be but nonetheless have found meaning of the experience were the ones that were doing better," he said.

"I was amazed by the way that for many of these families that experiencing difficulty had intensified rather than undermined parental love."

In Egypt Islamists' bastion, discontent creeps up

FAYOUM, Egypt (AP) ? When election-time rolls around, this impoverished province of farmlands south of Cairo has proven one of the most die-hard bastions of support for Islamists in Egypt, producing lopsided victories for the Muslim Brotherhood and its ultraconservative allies.

Last weekend's referendum that approved Egypt's Islamist-backed constitution was no exception. According to final results released Tuesday, nearly 90 percent of voters in Fayoum backed the charter, the second highest margin among the country's 27 provinces, mirroring the levels Islamists received here in other votes since the fall of autocrat Hosni Mubarak nearly two years ago.

But even here, dissident voices creep in. Poverty-stricken farmers, disgruntled youth and even some of the most conservative Islamists show frustration with the Brotherhood less than six months since Islamist President Mohammed Morsi came to power.

The opposition is hoping to build on such discontent as it aims for a stronger showing in upcoming parliamentary elections.

The Brotherhood "burned their bridges quickly," said Ramadan Khairallah, a teacher in the village of Mandara who voted for Morsi in the summer but voted "no" in the referendum.

He said the Brotherhood, from which Morsi hails and which is his core political backer, used to distribute cooking gas among Fayoum residents, but that isn't enough anymore to ensure people's support. Among some resentment has grown over what they see as the Brotherhood's bullying way in power or the lack of change since Morsi was inaugurated in June as Egypt's first freely elected president.

"They want to monopolize power and take everything for themselves. But people don't accept them like before," he said.

The referendum results show the strength of the Brotherhood and other Islamists ? and their limits. The constitution passed by some 64 percent nationwide. But turnout was a meager 33 percent. Islamists were unable to expand their base, rallying fewer voters than in last summer's presidential vote. In Fayoum, a province with 1.6 million voters, around 485,000 people voted "yes" on the constitution, down from the 590,000 who voted for Morsi.

If Islamists could only bring out their base, the opposition proved even less able to rouse the discontented ? or those confused or apathetic about the charter ? to a "no" vote, showing how far it has to go to connect with the public ahead of parliament elections expected within several months. Since Mubarak's ouster, liberal and secular politicians have made little headway in building grassroots support or organizations anywhere close to the Brotherhood's election machine.

In the Fayoum village of Senarow, farmer Mohsen Moufreh echoed often-heard reasons why so many back the Brotherhood.

"I trust them," he said on voting day. "They are good people, they believe in God's justice ... Their charity distributes meat during holidays and if my kid gets sick, they are the ones who help."

The 42-year-old, who has five children and makes the equivalent of about $4 a day, said he didn't read the constitution but voted for it because he trusts the Brotherhood when they say it is the way to stability and a better life.

Fayoum, a fertile oasis just off the Nile River, was once a breeding ground for radical Islamic jihadists who battled Mubarak's rule during 1990s. Since then it has been an active center for the Brotherhood, the ultraconservative Salafis and for former militants who foreswore violence and created political parties after Mubarak's fall. It has also one of Egypt's poorest provinces. People have been falling into poverty here faster than almost anywhere in the country, with the percentage of people earning less than $1 a day rising to 41 percent from 29 percent in 2009, according to government statistics released last month.

During voting Saturday, the Islamists' organizing was on display.

Cars with loudspeakers toured villages, calling on people to vote "yes." Banners with pictures of Egypt's most influential ultraconservative clerics proclaimed, "They say yes to the constitution" and "Islam is the solution." Women cloaked in black with veils that left only their eyes showing were brought in groups from their homes in pick-up trucks to polling stations. There, teams of men with the beards of conservative Muslims passed out cards with blue circles, to ensure illiterate voters knew which circle to check on the ballot ? blue for "yes," brown for "no."

Still, voices of discontent were heard. Some are bitter over an enduring economic crisis that hits farmers hard. Others became more critical watching the debates in Cairo that came to their villages though the numerous liberal-minded TV talk shows. Some religious conservatives said they have grown to see the Brotherhood as acting more out of hunger for power than "for the sake of God."

The tempers were high, with Brotherhood members angrily accusing opponents of being "feloul" ? remnants of Mubarak's regime ? or of having their minds poisoned by liberal media.

Outside a polling station in the village of Sheikh Fadl, one resident complained about Islamists to an Associated Press journalist.

"Look no one in this village read the constitution ... I can read and write, but I don't understand the constitution and I couldn't decide whether to say or no," Said Abdel-Moneim, a driver, said.

"But here the Brotherhood knocks doors and brings people out," he said, "and if someone says no, he gets beaten up."

A Brotherhood member who overheard him protested ? and the two quickly fell into a fistfight, kicking each other and throwing punches.

An old man in white robe and scarf around his head yelled, "All this is the account of the people the simple people. The farmer is ignored."

"The prices are high for fertilizers. The (land) costs tripled and revenues dropped," he shouted, saying he was furious at the Brotherhood ? but also adding a criticism of the opposition. "The educated and the elite are doing nothing but protests ... people here are tired and sick."

Islam Abdullah, a young voter, complained people follow whatever choice well-known clerics bless.

"People here believe the religious scholars. Most of the people didn't know what to say until Mohammed Hassan came out and said yes. It was over," he said, referring to a prominent Salafi cleric.

He was interrupted by a passing Brotherhood member. "This is not true. Don't talk about things you don't know," he yelled ? and another fistfight broke out.

"Everyone who said no is a feloul," said another Brotherhood member near the polls, Sayed Zedan.

In nearby Mandara, a man with the long beard of an ultraconservative complained about the Brotherhood as he watched voters arriving in minibuses.

"We have tried the Muslim Brotherhood in every possible way and they never lived up to their promise," said Mohammed Ali, a history teacher who belongs to the political party of the Gamaa Islamiya, once a violent extremist group.

"They know how to strike the right tone. They tell people that Christians don't want the constitution because they are against Shariah and that Muslims must defend it," he said. "People tend to believe those in power."

L.A. police offer gift cards to take guns off streets

LOS ANGELES (Reuters) - Police traded gift cards for guns in Los Angeles on Wednesday, in a buyback program Mayor Antonio Villaraigosa announced as a crime-fighting response to the deadly shooting rampage in Newtown, Connecticut.

Police officers handed out $200 grocery store gift cards to people who turned in an automatic weapon, and $100 gift cards to those who provided a handgun, rifle or shotgun.

Los Angeles has held an annual gun buyback since 2009, and similar events have been organized in years past in several other cities, including Detroit and Boston. Police in San Diego had a buyback earlier this month.

Some experts say the buybacks have little effect in reducing gun violence, but Villaraigosa touted the buyback program as one step that can be taken in response to the Sandy Hook Elementary School shooting in Newtown, Connecticut, on December 14 that claimed the lives of 20 children and six adult staff members.

The shooter, Adam Lanza, killed himself and also shot to death his mother at the home he shared with her, police said.

Los Angeles normally has its gun buyback in May, but Villaraigosa announced last week that the city would have this special buyback in response to the Newtown tragedy.

"There are a number of things we can do. This is just one of them," Villaraigosa said on CNN. "We've got to also address the culture of violence that we've got in this country."

At last count, the Los Angeles gun buyback had collected 1,366 firearms, including 477 handguns and 49 assault weapons, said Vicki Curry, a spokeswoman for the mayor.

The buyback ended at 4 p.m. local time, but a final tally of guns collected was not expected to be released before Thursday. In May, the city's annual gun buyback program collected 1,673 firearms at six locations, compared to two locations used for the program on Wednesday, Curry said.

At each of the locations where the buyback was held, a line of cars stretched around the block, Curry said. People dropping off their guns were asked to leave them in the trunks of their cars, where officers retrieved the weapons. Those surrendering their guns were allowed to remain anonymous.

While officials in Los Angeles and elsewhere have said the gun buybacks help keep streets safe, a 2004 report by the National Research Council of the National Academies questioned that conclusion.

Among the report's findings were that guns surrendered in buybacks tend to be old or inherited from previous owners, and not likely to be used in crime. Also, gun owners find it easy to replace their firearms, according to the report, which was titled "Firearms and Violence: A Critical Review."

Egypt approves new constitution drafted by Mursi allies

CAIRO (Reuters) - Egypt announced on Tuesday voters had approved overwhelmingly a constitution drafted by President Mohamed Mursi's Islamist allies, and the government imposed currency restrictions to cope with an economic crisis worsened by weeks of unrest.

Final figures from the elections commission showed the constitution was adopted with 63.8 percent of the vote, giving Islamists their third straight victory at the polls since Hosni Mubarak was toppled in a 2011 revolution.

Mursi's Leftist, liberal, secularist and Christian opponents had taken to the streets to block what they argued was a move to ram through a charter that would dangerously mix politics and religion.

The president argues that the new constitution offers sufficient protection for minorities, and adopting it quickly is necessary to end two years of turmoil and political uncertainty that has wrecked the economy.

Hours before the vote result was announced, the authorities imposed a new ban on travelling in or out of the country with more than $10,000 in foreign currency, a move apparently intended to halt capital flight.

Some Egyptians have begun withdrawing their savings from banks in fear of tougher restrictions.

The "yes" vote paves the way for a parliamentary election in about two months, setting the stage for yet another electoral battle between surging Islamists and their fractious liberal and leftist opponents.

The final result, announced by the election commission, matched - to the last decimal place - an earlier unofficial tally announced by Mursi's Muslim Brotherhood.

The constitution was drawn up by a body largely made up of Mursi's Islamist allies. The results announcement was a disappointment for the opposition which had put pressure on the authorities to recount the result to reflect what they have described as major vote violations.

"We have seriously investigated all the complaints," judge Samir Abu el-Matti of the Supreme Election Committee told a news conference. The final official turnout was 32.9 percent.

Cairo, gripped by often violent protests in the run-up to the vote, appeared calm after the announcement and opposition groups have announced no plans for demonstrations to mark the result.

"The results was so odd and no change in the percentage points shows that nothing was done to take our complaints into account," Khaled Dawood, an opposition spokesman, said.

The referendum, held on December 15 and on December 22, has sown deep divisions in the Arab world's most populous nation but Mursi says enacting the new constitution quickly will bring stability and a chance to focus on fixing the economy.

A growing sense of crisis has gripped Egypt's polarized society for weeks. Standard and Poor's cut Egypt's long-term credit rating on Monday.

Hours ahead of the results announcement, Prime Minister Hisham Kandil told the nation of 83 million the government was committed to taking steps to heal the economy.

"The main goals that the government is working towards now is plugging the budget deficit, and working on increasing growth to boost employment rates, curb inflation, and increase the competitiveness of Egyptian exports," he said.

CRISIS MODE

The central bank said on Monday it would take steps to "safeguard" bank deposits, without giving any details. Rumors are rife of what sort of measures are planned.

"I have been hearing that the central bank is going to take over all our bank deposits to pay wages for government employees given the current deteriorating economic situation," said Ayman Osama, father of two young children.

He said he had taken out the equivalent of about $16,000 from his account this week and planned to withdraw more, adding that he had also told his wife to buy more gold jewellery.

"I am not going to put any more money in the bank and neither will many of the people I know," he said.

The referendum is the Islamists' third electoral victory since the fall of Mubarak, following parliamentary and presidential elections, representing a decisive shift in a country at the heart of the Arab world, where Mursi's Muslim Brotherhood was suppressed for generations by military rulers.

However, secularist and liberal opposition members hope they can organize better in time for the next parliamentary vote.

The opposition says the constitution fails to guarantee personal freedoms and rights for women and minorities. The government says the criticism is misplaced.

Hossam El-Din Ali, a 35-year-old newspaper vendor in central Cairo, said he agreed the new constitution would help bring some political stability but like many others he feared the possible economic austerity measures lying ahead.

"People don't want higher prices. People are upset about this," he said. "There is recession, things are not moving. But I am wishing for the best, God willing."
