Sir Mervyn would not reveal any details of the Bank's contingency plan regarding a Greek default The Bank of England has a contingency plan in place in case Greece defaults on its debt payments, its governor Sir Mervyn King has said.
Speaking before the Treasury Committee, he would not say how likely he thought a default would be, but added that the markets put the risk at 80%.
Sir Mervyn said the concern was how UK banks could be affected by knock-on effects of any Greek default.
However, he did not reveal any details of the Bank's contingency plan.
Sir Mervyn said the uncertainty regarding French and German banks was the extent to which any losses they encounter in Greece might spread to the UK banking sector.
This is as a result of UK banks having lent money to their counterparts in France and Germany.
Sir Mervyn said there needed to be more transparency over the issue.
While he welcomed Greece receiving bail-out funds from fellow eurozone nations and the International Monetary Fund, he said this was not a solution to the country's problems.
Instead, he said Greece simply had to start exporting more, and importing less to turnaround its economy.
"Buying time appears attractive… but if the underlying problems have not changed, the problems come back in an even more extreme way," Sir Mervyn said.
Sir Mervyn King and fellow members of the Bank of England's Monetary Policy Committee (MPC) were also questioned by MPs on domestic economic matters.
Regarding inflation, Sir Mervyn said the UK currently faced "an unusual combination, and a very unattractive one" of flat wages at the same time as higher global energy prices.
At present, both main measurements of inflation continue to be well above the Bank of England's 2% target rate. The Consumer Prices Index measure of inflation was 4.5% in May, and the Retail Prices Index rate was 5.2%.
MPC member David Miles added that inflation will likely stay "markedly above the target level" for the next two years, before falling.
He added: "The key thing here is, is there evidence that looking further down the road, households clearly believe inflation will not come back down to target at any time? I don't think that's the case."

The union, AFGE National Council 118-ICE, that issued the release ?represents approximately 7,600 bargaining unit employees in the U.S. Immigration and Customs Enforcement throughout the continental United States, Puerto Rico, Alaska, Hawaii, Virgin Islands, and Guam, with over 2,300 members.? The union is a member of the American Federation of Government Employees, a national affiliate of the AFL-CIO.

On June 11, 2010, ICE Union leaders around the nation issued a unanimous no confidence vote in ICE Director John Morton on behalf of ICE officers, agents and employees nationwide citing gross mismanagement within the Agency as well as efforts within ICE to create backdoor amnesty through agency policy. ICE Union leaders say that since the no confidence vote was released problems within the Agency have increased, citing the Director?s latest Discretionary Memo as just one example.
?Any American concerned about immigration needs to brace themselves for what?s coming,? said Chris Crane, President of the National ICE Council which represents approximately 7,000 ICE agents, officers and employees,? this is just one of many new ICE policies in queue aimed at stopping the enforcement of U.S. immigration laws in the United States. Unable to pass its immigration agenda through legislation, the Administration is now implementing it through agency policy.?
The discretionary memo mentioned in the union release was issued last week by ICE director John Morton; it is one among several issued over the past 30 years by federal immigration authorities on how to exercise prosecutorial discretion in dealing with immigration matters.
The latest memo explains that ?the term ?prosecutorial discretion? applies to a broad range of discretionary enforcement decisions? that can include deferred action, but also the execution of a deportation order. It offers guidelines on how to use discretion on a case-by-case basis and states that ?decisions should be based on the totality of the circumstances, with the goal of conforming to ICE?s enforcement priorities.?
The union release adds:
With regard to the entire idea of prosecutorial discretion, Agents say they will have none. ?Tell any ICE agent he or she will have the final say on making an arrest or holding someone in custody and they?ll tell you you?re crazy, officers will be ordered not to make arrests and failure to comply will result in the end of the agent or officer?s career, that?s business as usual at ICE. It?s unfortunate but the Administration protects foreign nationals illegally in the U.S. but does nothing for our employees.?
Subhash Kateel, from the Florida Immigrant Coalition, writes to the Independent in an email that ?the ?changes? in ICE policy are basically restating that ICE has the same powers it had over a decade to NOT deport people that are NOT a threat to anyone.?
Kateel adds that the Morton memo does not say anything different from a memo issued in 2000 by Doris Meissner, then the director of the now-extinct Immigration and Naturalization Service, the first memo articulating prosecutorial discretion.
?If the ICE union is calling this ?backdoor amnesty,? then ?backdoor amnesty has existed since 2000,? Kateel writes. ?The fact that over 2 million people have been deported since then means that there was no ?backdoor amnesty? then and there is none now.?

Australian Officials Investigate After US ... - Morrison World News
Australian officials are investigating a dive boat company that accidentally left behind a US tourist snorkelling at the Great Barrier Reef, forcing the panicked man to swim to another boat for help.
A spokesman for the company denied Ian Cole was ever in danger. But the incident drew immediate comparisons to the infamous case of Americans Tom and Eileen Lonergan, who died in 1998 after their tour boat left while they were scuba diving on the reef. Officials believe they drowned or were eaten by sharks.

Cole, 28, of Michigan said he was snorkelling on Saturday when he lifted his head out of the water and realised his tour boat, the Passions of Paradise, was nowhere in sight.
?The adrenaline hit in and I had a moment of panic, which was the worst thing I could have done at that point,? Cole told the Cairns Post.
?I was able to calm myself just a little bit because there was another boat still out there and I made my way to that vessel.
?Lucky it was there because otherwise I may have drowned. I did not handle the situation well and I was tired.?
A spokeswoman for the state work safety agency, Workplace Health and Safety Queensland, said the department was investigating but declined to comment further.
Col McKenzie of the Association of Marine Park Tourism Operators said Cole was never in danger of drowning, since other boats were nearby.
A crew member who conducted a headcount aboard the boat broke the rules by failing to get Cole?s signature to confirm he was present before it left, McKenzie said. That staff member was fired.
Safety standards for recreational dive boat operators on the reef were strengthened after the Lonergans were abandoned in 1998. Their case inspired the 2003 movie Open Water.
But other reef tourists have found themselves adrift since then. In 2008, a British diver and his American girlfriend became lost when they resurfaced from a dive and found themselves far away from their boat. A helicopter rescued them after they had spent 19 hours in the water.

YANGON, Myanmar ? Myanmar's state media have warned pro-democracy leader Aung San Suu Kyi over her plans to travel outside Yangon to meet supporters.
A commentary Wednesday in the state-run New Light of Myanmar newspaper says there will be "commotion" if she travels in the countryside as she last did in 2003.
Suu Kyi drew large crowds when she toured northern Myanmar, and her popularity badly rattled the then-military government. Supporters of the junta ambushed her entourage, killing several of her followers. She escaped but was detained.
She was released from house arrest last November after Myanmar held general elections. Critics of the new nominally civilian government say its commitment to reform will be judged partly on whether it allows her freedom of movement.

Can't ban violent video sales to kids, court says (AP)
WASHINGTON ? States cannot ban the sale or rental of ultraviolent video games to children, the Supreme Court ruled Monday, rejecting such limits as a violation of young people's First Amendment rights and leaving it up to parents and the multibillion-dollar gaming industry to decide what kids can buy.
The high court, on a 7-2 vote, threw out California's 2005 law covering games sold or rented to those under 18, calling it an unconstitutional violation of free-speech rights. Writing for the majority, Justice Antonin Scalia, said, "Even where the protection of children is the object, the constitutional limits on governmental action apply."
Scalia, who pointed out the violence in a number of children's fairy tales, said that while states have legitimate power to protect children from harm, "that does not include a free-floating power to restrict the ideas to which children may be exposed."
Justices Stephen Breyer and Clarence Thomas dissented from the decision, with Breyer saying it makes no sense to legally block children's access to pornography yet allow them to buy or rent brutally violent video games.
"What sense does it make to forbid selling to a 13-year-old boy a magazine with an image of a nude woman, while protecting the sale to that 13-year-old of an interactive video game in which he actively, but virtually, binds and gags the woman, then tortures and kills her?" Breyer said.
Video games, said Scalia's majority opinion, fall into the same category as books, plays and movies as entertainment that "communicates ideas ? and even social messages" deserving of First Amendment free-speech protection. And non-obscene speech "cannot be suppressed solely to protect the young from ideas or images that a legislative body thinks unsuitable for them," he said.
This decision follows the court's recent movement on First Amendment cases, with the justices throwing out attempts to ban animal cruelty videos, protests at military funerals and political speech by businesses.
The court will test those limits again next session when it takes up a new case involving government's effort to protect children from what they might see and hear. The justices agreed to review appeals court rulings that threw out Federal Communications Commission rules against the isolated use of expletives as well as fines against broadcasters who showed a woman's nude buttocks on a 2003 episode of ABC's "NYPD Blue."
The decision to hear the FCC case was one of the last the full court made this session. Before leaving on their annual summer break on Monday, the justices also:
? Voted 5-4 to strike down a provision of a campaign financing system in Arizona that gives extra cash to publicly funded candidates who face privately funded rivals and independent groups.
? Agreed to hear arguments in the fall or winter on whether police need a warrant before using a global positioning system device to track a suspect's movements.
? Refused to hear an appeal from former detainees at the Abu Ghraib prison in Iraq who wanted to sue defense contractors over claims of abuse.
More than 46 million American households have at least one video-game system, with the industry bringing in at least $18 billion in 2010. The industry has set up its own rating system to warn parents which video games are appropriate for which ages, with the rating "M" placed on games that are considered to be especially violent and only for mature adults.
That system is voluntary, however. California's 2005 law would have prohibited anyone under 18 from buying or renting games that give players the option of "killing, maiming, dismembering, or sexually assaulting an image of a human being." Parents would have been able to buy the games for their children, but retailers who sold directly to minors would have faced fines of up to $1,000 for each game sold.
That means that children would have needed an adult to get games like "Postal 2," the first-person shooter by developer Running With Scissors that includes the ability to light unarmed bystanders on fire. It would also apply to the popular "Grand Theft Auto" games, from Rockstar Games, that allow gamers to portray carjacking, gun-toting gangsters.
The California law never took effect. Lower courts have said that the law violated minors' constitutional rights, and that California lacked enough evidence to prove that violent games cause physical and psychological harm to minors. Courts in six other states, including Michigan and Illinois, reached similar conclusions, striking down similar bans.
Video game makers and sellers celebrated their victory, saying Monday's decision puts them on the same legal footing as other forms of entertainment. "There now can be no argument whether video games are entitled to the same protection as books, movies, music and other expressive entertainment," said Bo Andersen, president and CEO of the Entertainment Merchants Association.
But the battle may not be over. Leland Yee, a child psychologist and California state senator who wrote the video game ban, told The Associated Press Monday that he was reading the dissents in hopes of finding a way to reintroduce the law in a way that would be constitutional.
"It's disappointing the court didn't understand just how violent these games are," Yee told the AP.
Thomas argued in his separate dissent that the nation's founders never intended for free speech rights to "include a right to speak to minors (or a right of minors to access speech) without going through the minors' parents or guardians."
And at least two justices, Chief Justice John Roberts and Justice Samuel Alito, indicated they would be willing to reconsider their votes under certain circumstances. "I would not squelch legislative efforts to deal with what is perceived by some to be a significant and developing social problem," Alito said, suggesting that a narrower state law might be upheld.
States can legally ban children from getting pornography. But Scalia said in his ruling that, unlike depictions of sexual conduct, there is no tradition in the United States of restricting children's access to depictions of violence. He noted the violence in the original depictions of many popular children's fairy tales such as Hansel and Gretel, Cinderella and Snow White.

"Certainly the books we give children to read ? or read to them when they are younger ? contain no shortage of gore," he said.
And there is no proof that violent video games cause harm to children, or any more harm than another other form of entertainment, he said.
One doctor "admits that the same effects have been found when children watch cartoons starring Bugs Bunny or the Road Runner or when they play video games like Sonic the Hedgehog that are rated `E' or even when they `view a picture of a gun," Scalia said.
Tim Winter, president of the Parents Television Council, said the decision created a constitutionally authorized "end-run on parental authority."
"I wonder what other First Amendment right does a child have against their parents' wishes?" he said. "Does a child now have a constitutional right to bear arms if their parent doesn't want them to buy a gun? How far does this extend? It's certainly concerning to us that something as simple as requiring a parental oversight to purchase an adult product has been undermined by the court."
The case is Brown v. Entertainment Merchants Association, 08-1448.

WASHINGTON (Reuters) ? The U.S. economy has decelerated sharply. A snapshot of the nation's manufacturing sector this week should help reveal whether the slowdown is temporary or the start of a trend.
Federal Reserve Chairman Ben Bernanke argued last week that the second half of the year would be better than the first. But a downward revision in the central bank's forecasts for economic growth for this year and next belied a lack of conviction.
Europe's debt debacle remains a major cloud over the global growth, with the latest installment of Greece's bailout drama doing little to persuade investors that the country will be able to avoid a painful default.
In this context, the Institute for Supply Management's survey of U.S. manufacturing, often a leading indicator of broader economic activity, takes on renewed importance. Economists expect the index, due Friday, will drop to 51.9 in June following a steep seven-point dive to 53.5 in May, skirting ever close to the 50 level that separates growth from contraction.
Regional U.S. factory surveys published so far this month have augured poorly for the ISM report, and industry experts say the sector is still struggling with higher costs despite a recent pullback in energy prices.
"When I meet with member companies they often complain to me about the rising cost of raw materials," said Chad Moutray, chief economist at the National Association of Manufacturers.
"Consumers are also being squeezed, which makes it a lot harder to pass on those costs. So there's a profits squeeze."
Like the Fed chairman, manufacturers are holding out hope for a better second half. The Fed last week revised its forecast for 2011 economic growth to between 2.7 percent and 2.9 percent, from an April projection of 3.1 percent to 3.3 percent.

In Europe, worries over a possible debt default in Greece have persisted, putting a damper on economic activity. An index of economic sentiment in the eurozone, to be released on Wednesday, looks set to hold steady near 105.0 for June.
The Greek parliament is expected to vote on another round of austerity measures this week, and failure to approve the plan could lead the government to run out of cash within days. That could send financial markets into a tailspin.
U.S. consumer sentiment is expected to stay largely in place, with the Thomson Reuters/University of Michigan confidence index seen edging up to 72.0 in June.
Reflecting the country's economic malaise, the U.S. labor market is not likely to fare much better either. Two years into the recovery, weekly claims for first-time jobless benefits are projected to fall by only 9,000 to 420,000, still well above levels that would suggest a solid labor market recovery.
"The bulk of the population is still not feeling any improvement," said Harm Bandholz, chief U.S. economist at UniCredit Research in New York. "The main reason for this is the sluggish labor market."
The economy added just 54,000 jobs in May, and economists fear it did not do much better in June.
Analysts will also pay close attention to data out of Japan for a sense of just how quickly the country is rebounding from the defacto recession that followed March's devastating earthquake and tsunami.
Reports Monday and Tuesday are likely to suggest Japanese industry is faring better than consumers. Retail sales are forecast to have fallen 2.6 percent from year-ago levels in May following April's 4.8 percent decline.
In contrast, industrial output is expected to jump 5.5 percent in a preliminary reading for May, up from 1.6 percent a month earlier. That could bode well for the U.S. auto sector, which has been hurt by supply chain disruptions linked to Japan's calamity.

BP, Transocean Fight Over Who Should Get Failed Blowout Preventer From Gulf Oil Spill
ATLANTA -- BP and Transocean are at odds over who should get possession of a key piece of evidence in the Gulf of Mexico oil spill investigation once additional testing is complete.
Transocean, responsible for maintaining the blowout preventer that failed to stop last year's oil spill, argues it is best equipped to preserve the 300-ton device and it wants it back.
But BP told a federal magistrate judge in a letter filed by the court Friday that the blowout preventer shouldn't be given to one of the defendants in numerous lawsuits filed over the disaster. It said the government should safeguard it at least until the end of a trial set for February related to the lawsuits.
The government has said the blowout preventer failed because of a design flaw and a bent piece of pipe. BP, unsatisfied with the analysis, got court approval for additional testing. The government has said it doesn't expect its conclusions to change, though BP and other companies could use the results of the additional testing to defend themselves in the lawsuits.
The additional testing is wrapping up at a NASA facility in New Orleans, and the court has asked the parties to weigh in on what should be done with the device.
"Transocean has the necessary expertise to transport the BOP to a location of its choosing and is willing to assume the costs associated with the related transportation," Transocean said in a letter to the court.
BP argues the blowout preventer should remain in independent hands to ensure its integrity because it is "one of the most central pieces of physical evidence in this litigation."
A lawyer for the Justice Department told the court that the government wants to retain the control pods and certain other parts of the blowout preventer, but it doesn't object to the rest of the device being returned to Transocean. However, it noted that another government agency, the U.S. Chemical Safety Board, may want to do additional testing if its own.
A ruling was pending.
Eleven workers were killed when the Deepwater Horizon rig exploded off Louisiana on April 20, 2010. Some 206 million gallons of oil spewed from a well a mile beneath the sea before it was capped three months later, according to government estimates. BP owned the well and was leasing the rig from Transocean.

1.?What is the contractor?s Better Business Bureau rating? Unlike online reviews, this rating is one that the company?s employees can?t fake. It?s a good indicator of their customer service ethic.
2.?Does the contractor provide any kind of warranty beyond that of the manufacturer? Whether you are buying a furnace, a water heater, windows, or siding, the product manufacturers have warranties. Some are better than others. In addition, does your contractor guarantee anything? Labor? Overall satisfaction? And, if so, what are the parameters?
3.?Are permits required to perform this work, and does the contractor apply for them? Around Puget Sound, each municipality has permit requirements and related costs. Even small energy appliances like water heaters require permits. Not all contractors take the time to get permits, leaving you on your own to obtain them.
4.?Can my contractor service my product down the road? Often remodeling projects are run by general contractors who obtain and install products for you. But they?re not in the service business. For example, if you have a tankless water heater installed in your basement, who will be available to fix it or do the annual maintenance? Or, if you have purchased windows with a 20-year warranty, who will be doing the work when and if there is a claim?
5.?What is the total cost of my project? You might be surprised that this question is on the list. Unless you have a firm bid on paper with all costs included, you may find extra charges adding up beyond that phone quote or advertisement. This is particularly true of items purchased from home improvement retailers, which then get installed by sub-contractors. The sub-contractors don?t know your home and there are sometimes charges for various adjustments they need to make during the installation. It?s often recommended that people get multiple bids for large projects. Make sure those bids are complete.
6.?Speaking of sub-contractors?who is going to do the project? Many companies don?t disclose that their ?employees? are sub-contractors. These sub-contractors may do great work, or not, but they don?t receive any training from the company you have purchased from and may not have much experience. Is the sub-contractor licensed and bonded and are their people background checked??Make sure you know what you are going to get.
7.?Who will I be communicating with about my needs? Will I be able to have input into the job as it progresses? For more complex projects such as siding, windows, roofing, or house painting, there may be decisions that need to be made during the process of the installation. Will a manager be on site and, if so, how often? Today, great workers can come here from all over the world. If you are the kind of person who likes to ask questions as the job proceeds, you might ask if there will be someone on site during the work who speaks a language you can communicate in.
8.?Can the contractor provide me with references that I may contact for similar projects? Anyone who has had a contractor nightmare wishes they had done this first. It?s great if you have a friend or neighbor who can recommend their contractor, but in many cases that isn?t an option. Reading online reviews isn?t the best indicator of real performance. 10.?When will my project be completed? Major projects such as finishing a basement or home siding can take several weeks to complete and require a variety of materials. One complaint often heard is, ?They started the project and now haven?t shown up for a few days. I don?t know when they are going to come back and no one is returning my calls.?
