Salary Range:


Under the direction of the Chief Financial Officer, plans, organizes, manages and implements ?a comprehensive risk management program for the District, including worker?s compensation, property and liability self-insured programs, unemployment; serves as the District?s Safety Officer and directs and leads committees, training and regulatory compliance programs related to District safety issues; supervises and evaluates assigned technical and clerical staff; and performs related duties relative to assigned area of responsibility.


Distinguishing Career Features

The Risk Manager is accountable for directing, managing and integrating the District?s risk management, insurance and loss control programs. Advancement to this position is based on need and compliance with the qualifications of the position, including the ability to effectively design and implement loss control programs to protect the District exposure to risk that could have adverse consequences.


Essential Duties and Responsibilities

  • Plans, organizes, manages and implements a comprehensive risk management program for the District, including worker?s compensation, employee health and welfare benefits, property and liability self-insured programs, and unemployment.
  • Participates in development of policies and administrative procedures regarding risk management.
  • Performs research in the area of risk management and analyzes data concerning past experience in worker?s compensation, liability and related programs for the purpose of developing, recommending and implementing plans and programs incident to the reduction of losses;
  • Plans, coordinates, and implements the District?s workers? compensation program and employee safety programs related to CAL/OSHA requirements;
  • Coordinate and direct the disposal of waste and hazardous materials, inventory inspections, and reporting requirements in compliance with established laws, regulations, and safety requirements;
  • Serves at the District?s Injury and Illness Prevention Program (IIPP) administrator;
  • Provides technical assistance and expertise in evaluating existing and proposed insurance coverage and insurance contract language;
  • Ensures all programs administered comply with the intent of the Americans with Disabilities Act;
  • Supports the District activities and programs related to Disaster/Emergency Preparedness and School Safety;
  • Acts as liaison with insurance representatives of carriers serving the district, legal representatives, employee organizations, medical personnel and facilities, and related local state and federal agencies;
  • Investigates and handles claims filed against the district in the incumbent?s areas of responsibility; processes and/or directs and manages processing of all worker?s compensation claims;
  • Monitors and evaluates related services provided to the District; reviews current legislation and prepares written analyses and recommendations regarding risk management;
  • Prepares reports; makes presentations to the Governing Board, employee groups, management team;
  • Directs, trains, supervises and evaluates the performance of assigned staff;
  • Performs other duties, as assigned that support the overall objective of the position.

  • Federal, state and local laws, rules, regulations pertinent to Worker?s Compensation injury and illness insurance, CAL/OSHA, IIPP, general insurance coverage, employer liability group health, life, disability;
  • District organization, operations, and policies;
  • Claims reporting and claims adjustment techniques;
  • Principles and practices of business administration;
  • Statistical, research and survey methods and techniques;
  • Report writing; presentations;
  • English usage, spelling, grammar and punctuation;
  • Principles and practices of effective supervision;

  • Hearing and speaking ability to carry on conversations in person and over the telephone, and to make presentations.

????? Education and Experience


Bachelor?s Degree in Public Administration, Business Administration, Risk Management or a closely related field, and four years of experience which includes professional level responsibility for worker?s compensation claims, risk management and loss control programs. Experience in a public agency is preferred. Additional years of experience in the field of risk management may be substituted for education on the basis of two years of experience for one year of college.


????? Licenses and Certificates


Must possess and maintain a valid Class C California Driver?s license and remain insurable, and have use of a personal automobile. The ability to speak read and write a second language other than English, such as Spanish is desirable.


????? Working Conditions


Office environment; subject to walking or driving to District sites to observe work environments; requires the ability to speak, see, hear and enter data into a computer terminal using a keyboard; moderate lifting, and the ability to sit or stand for extended periods of time; possible contact with hostile and violent individuals.
