If they are very responsible already then the cheaper ones. If they are not then accept the fact that it will be dropped and the screen gets cracked and unusable. Cost of repairing a crack screen is maybe couple of hundred. This can happen the same day, first week or first month. Parents need to mentally prepare themselves on how to react when it gets broken. There was a teen in my area that attempted suicide because she broke her laptop. She was that afraid of what her parents would do when they found out about it. If I had a 14 year old, I would only give them a refurbished desktop. Maybe a large reseller with good history off of ebay. I would go with a refurbished Dell with XP. A lot of them were used in offices and government and are in good condition because of it. My refurbished Dell desktop with a flat screen monitor was $ 250 The seller had a good strong history. They made the mistake of placing too many of them up for auction so I got one about $ 50 to $ 100 cheaper than I expected. Even if I had a responsible 14 year old, best investment is a basic desktop placed on a desk in their room. If any discs came with it such as a recovery disk, I would put them in a box and store them in my closet. I still have a cereal box with computer discs. And if they get a game, try to store them in your closet instead of their room. Some games still need a disc in the drive in order to run. And for a 14 year old, they can not eat around the computer. Drinking is done from a sealable plastic bottle. This Prevents spills on the keyboard. This is another reason for a desktop. If they spill on a laptop, the whole laptop could be trashed. If they spill on a desktop keyboard, you might have to replace just the keyboard. How much to spend? Kinda like their first car. How much can you afford to loose?
